and is looking
at the
contextual
specificities
that are
critical to an
understanding of
the performance
of fiscal
devolution to
PRIs. In
particular the
focus is on
analysing the
performance of
PRIs in
different
states.
Inter-state
differences in
the states are
anchored in
several factors.
Principal among
them are:
socio-political
preparedness for
devolution,
level of public
awareness, and
nature of
political
parties. An
important
dimension is
what advantage
political
parties perceive
in devolution.
He is also
involved in
Preparing the
State
Development
Report for
Pondicherry.
